The RhodiumTM Incident Management Suite (Rhodium) provides a complete command and control solution allowing you to quickly consolidate information, coordinate assets, and act. From day-to-day incidents to large scale, multi-agency responses, Rhodium is intuitive and scalable to any situation.

Rhodium is a cloud-based solution and can be accessed from almost any device capable of running a modern web browser. This includes use on PC, Mac, iOS, and Android devices. This ease of access facilitates the rapid deployment of the solution during spontaneous incidents, and allows users to seamlessly transition between hardware devices as incidents escalate (e.g. moving from a tablet to a smart board within a command vehicle).

Rhodium is capable of ingesting and displaying GPS data from a variety of sources including mobile phones, land mobile radios, and automatic vehicle location systems. In addition to GPS data, the robust Rhodium mapping platform allows for the display of existing Geographic Information System (GIS) layers, ad-hoc map markups, and user-generated map layers. Rhodium enhances traditional resource tracking information by making additional incident planning and response tools available to users, including checklists, task/assignment tracking, reference files, and more.

The cloud-based nature of the program allows for rapid implementation of the existing commercial off the shelf (COTS) features. The IRT team is also skilled in adding customer- requested custom features and capabilities.

User-friendly interface that is intuitive and easily understood

Rhodium’s usability paired with our scalability is second to none. Our software was designed with you in mind. To that end, our customer accounts are extremely customizable allowing you to enter data, personnel, tags, units, etc. using the terminology that your agency is already accustomed to… not how we define them to be used for you. We find that most of our customers typically require less than four hours of training to effectively use the software. However, IRT’s product experts are always ready to help. Our team will provide initial training to get your organization up and running and then provide support to help keep everything running.

User access levels

Rhodium comes standard with Administrator, User, and View Only User access levels. We find that for most customers, these standard access roles are sufficient. Custom access levels can be configured upon request if needed, subject to mutual agreement or a scope of work. Rhodium administrators have the ability to view detailed login and logout records for users. Most actions taken within the software are also logged in the activity log which administrators can review to track pertinent user changes to the software.

Third party integrations

Rhodium has been successfully integrated with a wide variety of third party applications. These include nearly all of the top tier Computer Aided Dispatch systems, records management systems, scheduling systems, unmanned aerial vehicles, IP cameras, hazard detection sensors, and more. Standard interface options exist for some vendors, while others would require a custom scope of work.

The Rhodium Incident Management Suite is built with customer integration and customization needs in mind. The Rhodium application programming interface (API) is available as a starting point for third party vendors, including computer aided dispatch (CAD) vendors, to send certain pieces of information to Rhodium. This can include incident location data as well as unit and personnel status updates.

The Rhodium API, third party integration, and other product customizations are quoted based on a mutually agreed upon scope of work. For more information on interface and customization options, please contact your sales representative.

Outbound notification options

SMS and email notifications can be attached to a pre-plan, creating an automated notification trigger when a plan is activated either manually or via a CAD interface. This can automatically alert specific persons or groups (ie: supervisors, SWAT, etc) to the activation of a specific incident in Rhodium.

 

Accountability and task management

The Rhodium Incident Management command map displays the location of all tracked assets. This can include a combination of personnel and vehicles (collectively “resources”). Resources can quickly be filtered using a searching mechanism that allows users to search and filter by “tags”. Tags are attributes that can be associated to personnel and vehicles in the Rhodium system and may include qualifications, certifications, shift assignments, and more. Additional map layers can be toggled on and off on the Rhodium map to supplement the officer tracking data. This may include layers such as schools, marathon or parade routes, VIP movement plans, and more.
The Rhodium map can also display the location of one, or multiple incidents. Incidents may be auto-populated using a Computer Aided Dispatch interface.

Training and onboarding

IRT takes a “crawl, walk, run” approach to deployment and training. Our goal is to ensure that the change management process within your organization runs smoothly and that system users are fully capable of effectively deploying the solution at the conclusion of the deployment process.

To this end, IRT assigns dedicated Customer Success Managers that will work with your staff throughout the process, essentially serving as a concierge-like resource for any needs they may encounter along the way.

IRT can customize the deployment process for each client by combining best practices with the specific needs and use cases of a particular organization. In general, deployment for this type of project would follow steps similar to the examples below.

  1. Kickoff meeting
  2. Agreement on final scope for any custom modifications
  3. Development of any custom modifications
  4. Initial “champion” web-training and introduction
  5. Initial onsite training for pilot group
  6. System testing with pilot group
  7. System acceptance
  8. Onsite train-the-trainer courses
  9. Ongoing support

Technical Support and troubleshooting

IRT utilizes an Agile development process that allows new functionality to be rapidly created, tested, and added to the system. This Agile process also allows for more consistent client feedback throughout the customization process. While it is anticipated that the base Rhodium package and standard add-on options would provide the majority of the functional requirements outlined in this RFP, we recognize that there could be

custom project requests now or in the future. These custom projects would go through a process similar to the below:

  1. Identification of client use case and requirements
  2. Mutual agreement on project scope via proposal document and mockups
  3. Development work completed with periodic client updates and feedback
  4. Internal IRT testing and QA
  5. Release of customizations to client’s account
  6. Client testing
  7. Acceptance
  8. Ongoing support
Incident Pre-Planning

Rhodium provides a number of tools for developing and maintaining sophisticated incident and event pre-plans. Pre- plans may be developed around specific locations (e.g. buildings, schools, etc.), types of incidents, special events, and any other use cases requiring the rapid availability of pre-defined data. Preplans in Rhodium are reusable templates, making recurring events or common incident locations easy to manage.

Within a pre-plan, user administrators can create client-defined fields to meet the planning processes and data capture needs of the CLIENT. In addition to standard data fields including drop down lists, text, note, date, and other field types; Rhodium pre-plans each include their own file library, checklists, subject/person of interest database, and ICS forms. ICS forms may be completely populated as would be the case when planning a special event, or may be partially completed as may be the case when creating a plan for a piece of critical infrastructure. Once launched into an active incident, users can quickly complete an Incident Action Plan or modify any pre-filled data as needed to meet the realities of the incident at hand.

Mapping layers are easily created in Rhodium using existing GIS information, imports from spreadsheets, or an easy-to-use mapping editor built directly into the Rhodium solution. The integrated Rhodium map editor requires no GIS experience and can be used proficiently by most users with less than 30 minutes of training.

Enhanced ICS Forms

Rhodium was built around the NIMS / ICS work flow. Users can utilize the integrated accountability tools to deploy unit and personnel resources to defined task assignments, and can access a full cadre of ICS forms. ICS forms may be used during the planning process as well as during ad-hoc incident response or event execution.

The Enhanced ICS Form module in Rhodium allows users to develop advanced Incident Action Plan (IAP) and Event Action Plan (EAP) documents from almost any device. All ICS forms are fully functional from computer and mobile devices.

The Enhanced ICS Form module automatically maps appropriate data between forms. For example, data entered into the ICS 203 can automatically create and fill portions of the ICS 204 forms. Likewise, data entered into the ICS 205 is displayed in the applicable area of each ICS 204 form.

Multiple collaborators can work on different ICS forms simultaneously. All actions are logged in an aggregate incident log with user date and time stamps. Once all forms have been approved, the final IAP/EAP for the given operational period may be published. Once published, the final PDF is stored in the Rhodium incident for archiving, made available for printing, and can be shared electronically to other smartphones, tablets, and computers using an embedded web link. Once published, the editable forms “roll over” to the next operational period. This can significantly reduce the time and effort required to complete additional plans during extended events and incidents.

Map-Based Command

Rhodium provides an all hazards, scalable toolset for incident staff to collaborate on incidents of any type or size. The map-centric command screen allows incident staff to access and view reference files, checklists, map data, ad-hoc and GPS tracked locations, task assignments, and more.

The increased situational awareness and reduced radio traffic that can be afforded by Rhodium can lead to significant efficiencies in the collaborative decision-making process before, during, and after incidents.

Check-in / Check-out Kiosk

Rhodium’s standard check-in/check-out kiosk allows responders to sign into, or out of, an incident by using a barcode or QR code enabled ID card. The kiosk is designed to work with most existing agency ID’s, driver’s licenses, or other forms of identification. This function can supplement other methods of logging users in and out of incidents in Rhodium, including manual assignment and CAD integration.

Rhodium iOS/Android Mobile Application

The Rhodium Mobile application for iOS and Android allows responders to share their GPS location with incident commanders while also allowing responders to view turn-by- turn directions to incidents and update their response status.

Computer Aided Dispatch (CAD) Integration – **CAD INTERFACE PURCHASE REQUIRED**

Automate several processes in Rhodium with our CAD integration options. Our robust standard interface allows CAD to launch Rhodium incident, pre-plans, and to update resource status throughout the course of an incident. Our CAD interfaces are vendor agnostic and can work with almost any CAD system on the market today.

Note: Additional fees may be required by your CAD vendor to complete an interface. Detailed Rhodium CAD interface specifications are available upon request. Inquire with your CAD vendor for details on any CAD related fees.

GPS Credits – **GPS CREDIT PURCHASE REQUIRED**

GPS Credits provide an affordable interface to seamlessly pull in critical data from a variety of mobile applications and GPS enabled hardware to display and interact on the Rhodium Command Board map. One GPS credit allows one personnel resource (e.g. GPS enabled device) to be tracked in your Rhodium account. Administrators can toggle GPS capability on or off for any number and mix of personnel in their Rhodium database up to the number of credits purchased. When GPS is enabled, an icon representing a user’s GPS location will appear on the Command Board map. Clicking on the icon displays detailed information regarding the accuracy of their location, direction of travel (if available), distance from the incident address, and more.

The credits may also be used to display the location of GPS enabled hardware including radios and vehicle AVL.Note that additional fees may be necessary to perform the initial integration and ongoing maintenance with certain third-party applications or hardware. Inquire for details.
